Brian F. Tooley, Chief of Police
Chief Brian F. Tooley is a graduate of the University of Central Florida with a B.S. in Criminal Justice and Rollins College
with a Masters degree in Criminal Justice. He attended the Southern Police Institute at the University of Louisville, the Senior
Management Institute for Police in Boston, and the Florida Criminal Justice Executive Institute Chief Executive Seminar. He is a
member of the International Association of Chiefs of Police. He is the District 5 (Central Florida) Director for the Florida
Police Chiefs Association.
Mr. Tooley was appointed Chief of Police in August 1999.
Mission Statement
To enhance the quality of life in our city by working in partnership with the community, within the framework of the
constitution, to enforce the laws, preserve the peace, reduce fear, and provide a safe environment.
Current Services and Projects
- Community Service Officers. Respond to minor crime scenes, traffic
crashes, and conduct initial scene investigations and evidence processing.
With CSO’s responding to some of the non-emergency calls, sworn officers are
available for emergency calls. This allows for quicker response times and more
time with victims.
- Weed and Seed initiative in Georgetown. Actively participate in
community meetings, enforcement actions, and community service delivery systems
to improve quality of life in the Georgetown Community.
- Front Porch Initiative. Continue to participate in the Front Porch
Incentive by way of providing logistical support and working with community
leaders.
- Traffic Control Division. Provide traffic control for the City of
Sanford by conducting traffic surveys, running lasers for speed control,
writing citations for traffic violations, and working the numerous traffic crashes
that occur during the year.
- S.T.U. (Special Tactical Unit). Provides focused response to a
particular problem (i.e., neighborhood drug, prostitution, and burglary
complaints, etc.). Response may be in uniform or plain clothes, overt or covert, on
foot or on bicycle or in vehicles.
- D.A.R.E. (Drug Abuse Resistance Education) Program. Provides
instruction to teach children the harmful effects of drugs and how to deal with peer
pressure to use drugs.
- School Resource Officer Program. Assists teachers and administration
in providing a safe environment for students. SRO’s are assigned complaints
from the school as well as the Police Department and provide student and
parent conferences, attend school events, and organizational meetings.
- Criminal Investigations Division. Consists of twelve investigators
that are assigned to cases based on crime type (e.g., Property Crimes, Persons
Crimes, Auto Theft, Crimes against Children, and Fraud/Forgery).
Investigators make contact with victims, keeping them informed of their case status, and
conduct follow-up investigations, which many times result in arrests being
made.
- C.C.I.B. (City-County Investigation Bureau). Specialized Unit that
works in conjunction with other law enforcement agencies in Seminole County to
help reduce drug activity, prostitution, and adult entertainment in Seminole
County.
- D.E.A. (Drug Enforcement Bureau). Enforcement of Federal Drug
Violations.
- The Harbor (Literacy/Learning Program). Continue to participate in
the Harbor program providing readers, logistical support and assistance to
disadvantaged youth in the City of Sanford.
- Brethren Reaching Out Program. Involves working with youths in
target areas to build self-esteem, continue their education, and offer job
counseling and training.
- Ministers Alliance Meetings. Meetings between the Police Department
and local ministers.
- Citizens Advisory Board Meetings. Meeting between the Chief of
Police and the citizens in an effort to keep one another informed about activities
in the Community.
- Martin Luther King Jr. Committee Meeting. Citizens and Community
Leaders meet to promote cultural and interracial activity and involvement.
- Sanford Police Explorers. A program to involve young people with the
Sanford Police Department.
- Police Chaplain Program. Ministers providing assistance to officers
and citizens.
- Citizens on Patrol. Staffed with volunteers who assist with patrol
responsibilities, coverage in the Seminole Towne Center Mall sub-station,
police department fingerprinting, and other duties where these volunteers can
assist the police department and citizens.
- New Public Safety Building.
This will be a joint Police and Fire Department Headquarters building located on West 13th Street at the corner of Lake Avenue.
The facility will be on a 6.2 acre site and provide approximately 50,000 sq. ft. of Police administrative and operations space and 25,000 sq. ft.
of Fire administrative and operations space. The project will also include a public meeting room and a civic plaza on the corner 13th Street
and Lake Avenue. Construction is scheduled to start late July 2009 with completion anticipated September 2010.
- Goldsboro Community Service Center. Satellite community police
office located on W. 13th Street (District One).
- Additional Satellite Offices. In order to fulfill the mission of the
Department and deliver quality service, the Department has three satellite
offices in addition to the Goldsboro Community Service Center: 1) Downtown/1st
Street, 2) Seminole Towne Center Mall, and 3) Wal-Mart Plaza/South end of
the City.
